Anyone that has attained this ability to choose should in deed consider him/herself successful. This means that the person has developed a balance between lifestyle and income, which is a holistic perspective, instead of simply how much a person makes. There are plentiful examples of how one might have made millions except ended up broke; as well as examples of how one with modest/low income lead a happy life and still have the ability to give at the end.
So Bill's definition of success is a measure of life-long journey, instead of a flash. It requires making the right choices along the way to earn the ability to choose.
